| Improving Methodologies to
Assess SSR Needs |
| At the recent Whitehall Policy Seminar that was
held on 9 January in London, a recurring theme that arose was
the lack of a robust methodology for those tasked with undertaking
scoping missions or assessments of a country’s security
sector. For example, individuals who in the past have been tasked
with defining the needs for defence reform now recognise the
different recommendations that can be produced when the views
of all relevant government organs are solicited, as opposed
to just the defence sector. Central agencies, such as the Office
for Procurement or the Treasury, must also be included to analyse
public expenditure practices. |
