| On March 19th the Clingendael Institute, based
in The Hague, Netherlands, hosted a workshop comprised of academics
and government officials from across Europe. The aim of the
workshop was to provide commentary on a draft SSR assessment
framework, titled "Enhancing Democratic Governance of the
Security Sector: An Assessment Tool".
The Netherlands' Peace Building and Good Governance department
(MFA) commissioned the framework for the benefit of governments
seeking to develop appropriate SSR strategy. The assessment
framework provides a template for analyses based on research
by independent experts and close dialogue between governments
and their partners at key decision-making points. This project
was undertaken with a view to providing a universal, but adaptable,
framework that will help to develop national security sector
reform strategies.
The workshop participants included Utstein Group representatives
from Germany, Norway, Sweden, the UK, and The Netherlands.
There were also several academics present representing the
Centre for Democracy and Development (London), the Center
for International Policy (Washington), the Clingendael Institute
(Netherlands), and the Global Facilitation Network for Security
Sector Reform.
